Rinse the basmati rice under cold water until the water runs clear. In a wide, heavy-bottomed pot, combine the rinsed rice with the whole milk. Bring to a gentle simmer over medium-low heat, stirring frequently to prevent the milk from scorching on the bottom. This initial stage sets the foundation for a creamy, lump-free pudding.

Once the milk begins to simmer, reduce the heat to low. Continue cooking, stirring every 3-4 minutes, for about 25-30 minutes until the rice is completely tender and the mixture has thickened noticeably. The milk should reduce by about one-third. Patience at this stage is key — slow cooking develops the rich, creamy texture.

Add the sugar or jaggery and stir well until completely dissolved. The sweetener will thin the pudding slightly — this is normal. Continue cooking for another 5 minutes, stirring constantly, until the pudding returns to a thick, creamy consistency. Jaggery adds a warm, caramel-like depth that white sugar cannot replicate.

Remove the pot from heat and stir in the freshly ground cardamom powder, rose water, and a pinch of saffron strands (if using). The residual heat will bloom the spices beautifully. Stir in the ghee for added richness. The cardamom aroma should be pronounced and intoxicating at this stage.

Fold in the chopped pistachios and almonds, reserving a small handful for garnish. The nuts add a delightful crunch and richness to the creamy pudding. Taste and adjust sweetness if needed. The pudding will continue to thicken as it cools.

Ladle the warm rice pudding into individual serving bowls or a large serving dish. Garnish with the reserved chopped pistachios and almonds, a few strands of saffron, and a light dusting of cardamom powder. Serve warm as a comforting dessert, or allow to cool to room temperature before refrigerating for a chilled version.
